When addressing the subject of this blog, it is necessary to define what I mean by Government.
Common understanding of the word is that it is political in design i.e. Labour, Conservative, Reform etc. However, nothing is further from the truth and it shows how little we are taught of the true workings of Government.
Contrary to conventional understanding, the Civil Service and their hierarchies do deliver ‘political policy’ to the process of government through the various Ministries that they run, and each Ministry has its position in the overall economic structure and knows what it can and can’t do.
Only those people in the “Inner Circle” of the Civil Service know that ranking, with the economic model for national stability being controlled by The Treasury, and no other Ministry dare ‘rock the boat.’
Meanwhile, the public believe that they are being protected by these Ministries and their subordinate Agencies, but the reality is that each one is controlled by the budgets allocated to them. For example, when the Environment Agency has its budget cut the result is, inevitably, that it cannot tackle all of the tasks assigned to it. A classic example of this is its failure to enforce regulation on the water industry.
All the blame is levelled at the Environment Agency, but none goes towards The Treasury which regulates the Agency’s budget. As a result, no blame is being levelled at those responsible. Everyone within the structure knows this, but nobody exposes the reality.
At this level of Government all of its energy is devoted to protecting the financial edifice, whether it is working or not. Political will has little influence on this ‘Ship of State’.
We live in a world of fraud where we have no control over this unelected power. Instead, we are seduced into thinking consultation means something of substance when, in fact, it is there to frustrate those who could have the solutions.
Consequently, nothing will change this model of Government or the nation’s growth, and we will go on having regular collapses within the system because what we have is wholly unsustainable in the long term.
All because the Government refuses to listen.
